This caught my attention. Check-out the Paris Club's list of principles that guide their debt renegotiation deals. Interestingly (though not terribly surprising), to get a renegotiation deal countries need to have demonstrated "a track record of implementing reforms under the IMF." Also of interest, the Paris Club contains every member of the G8 and yet remains an "informal group of creditors," rather than a formal institution.
